Protecting New Zealand’s marine environment
MPI compliance helps prevent the introduction and spread of invasive marine species and protects the health of our coastal waters. Vessels entering or operating within New Zealand waters must meet strict biosecurity expectations, and marina operations reflect these obligations.
What Is MPI?
MPI (Ministry for Primary Industries) is the New Zealand government agency responsible for regulating and enforcing laws to protect the country’s biosecurity, food safety, animal welfare, fishing, forestry, and primary sector systems.
Key requirements include:
- Biofouling (Hull Cleanliness): Vessels must arrive with minimum marine growth on hulls (a “clean hull”) to reduce the risk of hitchhiking pests.
- Documentation: Operators of commercial or recreational vessels must submit required forms (e.g., Biosecurity Pre-Arrival Report) at least 48 hours before arriving.
- Place of First Arrival: Boats coming into New Zealand must normally land at an MPI-approved Port of First Arrival (POFA) capable of overseeing biosecurity processing.
- Inspections: MPI quarantine officers may inspect vessels and cargo to ensure compliance and may require actions (e.g., cleaning, removal of risk items) if standards aren’t met.
